Private water companies in the United States have likewise invested considerable sums in infrastructure. 2 billion in the following five years (National Association of Water Companies, 1999). While less common, some operations and maintenance contracts have also involved large investments.

As explained in a review conducted by the federal Policy Research Initiative, “Privatization is not a simple retreat of the state, but rather a redefinition of its role as a regulator in a market-oriented economy” (Ouyahia, 2006: 17). Ontario’s limited experience with privatization confirms this. Enforcement improved dramatically during Hamilton’s 10-year experiment with private operations; although the city’s sewage-treatment facilities exceeded provincial pollution limits for many years, not until after privatization did the environment ministry lay charges and seek fines against the operator.
