Mountain chains stretch along the northern, eastern and southern frontiers (the highest mountain is Mount Korab [9,025 feet] in the eastern chain), while in the west, lowlands extend inland from the coast for some thirty miles. These lowlands constitute the most Page xviii important region for agriculture and also the area where industry was established under communism, though this now lies in unsightly ruins. This area is the most densely populated. The approximately 700,000 concrete bunkers which constituted Hoxha's supposed defence system, built in the late 1970s and early 1980s, are still scattered throughout the whole country, in both urban and rural districts.

The collapse of these schemes, and Berisha's refusal to resign as President, led to widespread violence and anarchy in early 1997. The opening up of armouries all over the country provided the population with approximately one million Kalashnikovs, grenades and other lethal weapons. International concern led to the demand for a general election as a pre-condition to the provision of foreign aid. The Socialist Party won 100 of the 155 seats in the June 1997 parliamentary elections with Fatos Nano elected as Prime Minister and Rexhep Mejdani as President.

Ian Wallace is Professor of German at the University of Bath. A graduate of Oxford in French and German, he also studied in Tübingen, Heidelberg and Lausanne before taking teaching posts at universities in the USA, Scotland and England.
