D. EARL W. ADAMS LLOYD M. BENTSEN (February 11, 1921– ). Lloyd Millard Bentsen was born to Lloyd M. and Edna Ruth (Colbath) Bentsen in Mission, Texas, on February 11, 1921. , and his brother Elmer had migrated to the Lower Rio Grande Valley of Texas from South Dakota to build a land empire. This empire was based upon groceries and land clearance. , hired Mexican laborers to clear land and paid them the full contract price (instead of half, as was the custom) in scrip that could only be spent in the Bentsen grocery store.

His main job was to handle Treasury’s relations with Congress. Barr proved to be immensely successful in this position, combining a facility in highly technical matters with an ability to disarm his opponents, who often emerged both losing to him and liking him. He spent the next three years at the Treasury. On July 22, 1963, President Kennedy announced that he intended to nominate Barr for the Chairmanship of the Federal Deposit Insurance Corporation when the post was vacated in August. As it turned out, pressures of his tasks at the Treasury kept him there, and the appointment had not been made at the time of Kennedy’s death; thus, it was Lyndon Johnson who nominated Barr on January 14, 1964, and he took office later in the month.

BENTSEN 21 agreement, under the auspices of GATT, has reduced tariffs and facilitated trade among the world’s trading partners. Bentsen’s other recent achievements included a bill allowing more interstate banking, as well as the President’s 1993 tax plan and the North American Free Trade Agreement. This effort, championed through Congress by Bentsen, will gradually eliminate trade barriers with Canada and Mexico in the next decade. The President’s loss is less that of an active economic policymaker and more of an old political hand who knew the tone and temper of the politics inside the Washington beltway.
