With the rise in the modern world of nationalism, the totalitarian state, and the atheistic communist state there has been a resurgence of conflict between church and state. Many of these conflicts, even in the twentieth century, have been reminiscent of the first three centuries of Christian history.

For Catholics, it has been rooted in the theological claim that Christ and His visible body, the Roman Catholic Church, are one. Since the Roman Catholic Church represents the perfect society—universal and divine, it can be neither coordinate with nor subordinate to the state. While desiring the cooperation and support of the state, Roman Catholicism has throughout its history sought to maintain the primacy of the Roman Catholic Church over all other authority, civil and temporal. This position has been fundamental in Roman Catholic thought concerning church and state and is essential to understanding Catholicism’s dualism of church and state.
